Season 3 of Torchwood is just lightning in a bottle, especially for this show. Let's be honest, seasons 1 and 2 are very meh and all over the place, so I really did not expect this to be this good.
It manages to make the stakes much more real than most of Who does, and forces the characters to make brutal choices with no good solution. It also gives a window into politics and government that feels brutally honest, with a lot of people concerned to cover their asses, make sure their relatives are not affected, and they stay electable.
Also, Peter Capaldi was absolutely brilliant in this, and somehow manages to be more ruthless as a bureaucrat than as shouty, profanity-laden Malcom Tucker.
