Like most 90s TV the first season was very erratic and a second season might have had the rough edges worked out. Coming before the comic boom when people learned that you could adapt storylines from comic books and people would watch; it has easter egg dialogue mentioning names from the comics (usually as something totally different). It seems like they thought bringing in other comic book characters would make it too cartoonish and created really bad real world versions.
