Definitely much different from the prior seasons, but I don't think it was really any worse than season 1 or 2. I prefer the overarching narrative that spans the entire season, rather than the more episodic approach of the first two seasons; the storytelling is certainly better in both seasons 3 and 4 than it was in seasons 1 and 2 due to this.
The biggest issue with this season was that it was definitely over-Americanised. I also felt that it didn't need to be 10 episodes long. By the end, I felt as though it had been going on forever. Could easily have shaved off two episodes worth of content and just had a tight 8.
In my opinion, the worst series of Torchwood. The series turned way too American and the fact that the Torchwood team has been reduced to 2 of the original 5 has killed the show.
