The use of English in this episode is... odd? to say the least? The professor and Dr. Magata’s sister are both speaking in very stilted, accented English that sounds extremely unnatural— they sound like they’re reading lines. Perhaps if one character were more comfortable in English, its usage would make sense, but they both sound like they would communicate in Japanese much more fluently, and the voice acting in the scene is very... awkward. The actors probably both don’t speak English, and the characters use words that sound rather advanced, while the actors have somewhat unclear pronunciation— like they’re not familiar enough with the language to be using the words they’re using, if that makes sense. Maybe it will be explained at some point but right now it just seems like a very odd, awkward directorial choice.
