I think if they really "go for it" they will find what needs to be found, but they are getting a fat salary so drag it out. For example, your basement is flooding (garden shaft) you will shut off wherever the water is coming from. Why have they not attempted to shut off the flood tunnel close to shore before it gets to deep years ago?
