Very clearly a pilot for a show that never got picked up, and it feels like it too. Lots of good stuff here - all of the new animal agents are likable, particularly Karen the Cat, and having Doofenshmirtz be the human anchor for the show is probably the best way to go. Plus, while it's references to the P&F universe are limited to minor things, it does have some stuff that breaks the status quo in a way that would allow this possible version to carve out it's own identity.
The big issue is that it runs a bit too long at 44 minutes, and the bug subplot does nothing but distract outside of a couple really funny gags. It's also clearly aiming younger then P&F was, which does make some of it's more oddly darker humor stick out like a sore thumb and feels like it's having an identity crisis at points. And since it never got picked up, it's been mostly forgotten. Shame.
