Similarly to how most countries utilise capitalist economy for their citizency and socialist economy for their government, the structure of what governs them is weird combination of mandatory hierarchical obedience and rule by majority. The obedience of what the majority decides provides fairness, whereas obedience of what is decided by the most powerful entity provides efficiency.
I wonder whether humanity is able to sole any dilemma properly.
