I'd wish there'd be taken more time to establish what we see in this season for many story threads.
It just feels like the writers had more ideas than they got episodes for but didn't cut down on the things they want to tell.
(Or want to use a lot of this season for what's to come due to the end of this episode?)
They could have cut the Renegade tidbits entirely from this episode and we probably wouldn't miss a thing but would have gotten some minutes to explore other things in this episode.
The (still a-hole) mother of Liv appearing out of nowhere to out of nowhere spill the beans over who is Liv's real dad. Something that up to this point never mattered at all in this series. Just to get the twist at the end of this episode. Nice surprise, but the impact wasn't there.
Justin suddenly turning on Major because he's "weak". But we never got to explore Justin turning around. No impact either.
It's just a mess of stories mushed together, trying to convey what a mess the whole situation in Seattle is.
That's done well, but it's somewhat tiring to watch. Those one-off episodes like with Don E and Blaine hitting rock bottom are the best ones so far. Since they do not come off as so convoluted.

The whole Liv's dad argument with her mother was a bit odd as last time we saw her was season 2 premiere and I don't think the topic has been mentionned since. Same goes with Justin going from being Major best friend to mole with no prior hint this season (he only appeared once in S4).
Also the murder of the week feels like the writers drew some inspiration from Lamb to the Slaughter by Roald Dahl.
