This is 45 minutes (and 11 seconds), and it's in English as well as Japanese with optional subtitles. It came with the first .hack PS2 game. I originally watched it in Japanese with English subtitles, but I'm presently watching it in English.
None of these four OVAs ("Liminality" series, they were called) are that great, but they do provide some back story to the world of .hack.
.hack was so ahead of its time, paving the way for many similar series that came out later, such as Log Horizon, Sword Art Online, and Accel World. The genre has improved in the last decade and a half, but it's important to see the stories that came before, and influenced the newer ones.
