Interesting episode. A good one. The first half is a recount of what happened prior L's death, and then it starts with the dark era of Kira's law. The transition is awesome and the ending makes us wonder what is going on because an old man named Roger shows up. I would only add that a recap wasn't too necessary, but it doesn't lower the quality of the episode.

Waste more than half of the episode to recap what L has done, then waste the other half with a montage of Kira killing more and getting more approvals - just so that the last 30 secs could end in a cliffhanger with new characters? Umm... ookay.
