Kevin Kane, the actor who played Burgess' partner in this episode, has played two different cop roles on SVU - one was a one-off appearance, and then he recently became a recurring cast member as a detective. Because SVU and One Chicago are in the same Dick Wolf universe, that means Kevin Kane has portrayed three entirely separate cops in the same universe.

That former cop doesn't deserve a pass of any kind. Yeah, sure, she witnessed/helped cause something tragic. That doesn't give you license to assault someone in a sandwich shop, and then assault a cop while resisting arrest.
