I wonder why they decided to sideline Ruzek for multiple episodes like this. And who's to say he can even get back into Intelligence at this point? In the past, Voight has been strict about the size of the unit - it's one of the reasons why Atwater and Burgess weren't allowed to move up at the same time. Burgess took Antonio's spot, and now Rixton is in Ruzek's spot.
