Honestly, I'm with the neglectful rich dad on this one. In the first part, anyways. (The little snobby bitchfest he threw was dumb, but before that, he was right.) He may not be a great father, but Severide has zero business hanging out with his kid and telling him anything. I wouldn't want some dude I hired to work on a boat to be telling my kid shit.
And it's not like the kid is being harmfully neglected - he's well cared for. Just needs to be put in after school programs or something.
