It feels a longshot to have a motive pulled from the very first episode and expect it to have an impact, but even besides that the fever dream "lecture" was so nonsense and theatrical like if it was a Gotham villain before he gets caught. The major point of it was right though, the police is useless and can be toyed with, all the while gangs keep killing eachother. The underworld is always on the rise when the current regime is not functioning as it should so the criminals present an alluring alternative. Police is a POV of the aftermath of every crime that happens, they are nothing else.
