They didn't need to kill off Toolan, but since the show often had a melancholic tone in regard to Frost's personal life, it's not an entirely unexpected thing for Toolan to die. Plus, they did kill off Barnard during the show, which i thought was a pretty dark and unexpected thing to do.
At least Toolan's death snapped him out of his workaholic nature.
After 15 seasons and 18 years, Frost finally found happiness.
Well done, Mr. Frost, you were a great detective.
He's free to do whatever he likes now. But i think he might feel the allure of investigation again someday, and he'll do some part-time police teaching or an advisory role.
