A fairly solid made-for-TV movie helped exponentially by a really good performance by Ed O'Neill fighting against government overreach. It doesn't hurt that Mike Farrell has the look of a lifelong government bureaucrat (albeit one who can have a coherent thought)
However, the lack of any true ending is infuriating, even more so when it's not a story based on any single real-life incident but rather an amalgamation of many.
