They already had an episode where Carisi had to reason with a man of faith into helping the case. This was just a poor retread of it. I agree with the other comment; there were way too many leaps to make this story work. No one would be that specific in their confession, by giving details like doors being left unlocked and crap like that. There would be no reason to. And Dollar Bill being so explicit in his 'confession' to his mother's grave is just stupid.
Is it just me or was there a very similar episode in the past? They used the same 'priest confesses to another priest' shtick, except in that case I think it was about the priest abusing church boys.

The corruption within the Catholic Church, and religion in general, is always a believable villain but this particular story relied on two major contrivances that made it a bit of a weak episode for me. While confessing adulterous behaviour is logical, it struck me as very unlikely that confessors would go into the required level of detail required for this story, such as leaving the door unlocked or the key code for a door. Then there was that scene towards the end at the graveyard, where the guilty priest cartoonishly confessed to his mother's grave. At least the b-plot involving Burton and Olivia was more interesting.
