Basically the only reason they had the cross-country aspect to this was so they could have a crossover with the short-lived Law & Order: LA show. The LA detective in this episode was one of the main detectives for that show. I only know this because I looked it up.
There was an episode in a much earlier season that had the detectives harassing a rapist they didn't have enough evidence to arrest, just like they do here. Both times, I am surprised that their actions don't lead to more (or any) consequences. This time is actually worse - IIRC, last time they just followed the guy and intimidated him. This time, they openly declared he was a rapist to multiple crowds of people. Surely that would be grounds to sue the NYPD?
