An International security matter should be handled by some national security agencies (like B613 in Scandal) with highly trained members! Yes, though, Mcgarret is a decorated navy seal, Danny Williams is just a detective and that does not qualify them for that mission. a mission like that so important, being conducted by two "cops'' from Hawaii? even if it is a special "task force", it doesn't make it realistic.
